Description (partial)

Symptom:
3905 SIP show UTC time instead of configured olson timezone.
3905 SIP phones uses tzdatacsv.csv and not tzupdater.jar as Olson timezone database but on configuring Olson time-zone CME updates the SIP 3905 configuration file with tzupdater.jar instead of  tzdatacsv.csv.
