Description (partial)

Symptom:
When a Cisco C-series or EX-series endpoint is unable to establish a call, a fast busy signal is not played in the same way that a Cisco CTS-series, TX-series, or Cisco IP phone would play the fast busy signal - the endpoint only displays "connecting uri@example.com" then will disconnect after some time without playing any audible tones.

Conditions:
This behavior has been observed when a Cisco EX60 registered to Cisco Unified Communications Manager attempts to dial an unreachable number.  An IP phone will play the fast busy tine while the EX60 will not.
