Description (partial)

Symptom:
When untagged elmi packets received on the interface where E-LMI feature is not enabled are getting punted.
Ideally these packets needs to forwarded.
Untagged E-LMI frames for MEF 16 are dropped unless the E-LMI feature is turned on.
