Cisco Bug: CSCul99618 - Wrong license package causes LDAP restore to be skipped

Description (partial)

Symptom:
Agents are unable to login and CDA is blank after restore. LDAP database is not restored during the restore. 

The restore logs show:

2013/12/06 15:46: Checking the IPIVR license flag before initiating CAD Restore 
2013/12/06 15:46: IPIVR package.Skipping CAD Restore

Conditions:
Restore done on UCCX which is running on a non-IPIVR license (Standard, Enhanced, Premium)
