Description (partial)

Symptom:
Intermittent failure in direct SIP Trunk e2eRSVP ICT calls under extended  load due to race condition.

Conditions:
CUCM Version: 10.0.1.10000-24.

Topology:
Phone-A---------(CM1)----------------SIP Trunk e2eRSVP -------------(CM2)----------------Phone-B.

Scenario:
Phone-A Calls Phone-B.
Phone-B answers the calls.
Phone-B gets reorder.
Phone-A gets disconnected.

Root Cause:
When the call is answered by remote endpoint on Cluster-2 , SIPCdpc receives 200-OK. After this , it receives CcSetupCompReq from Cc and SIPBeginMedia from media layer.
There is race condition in non-working case case : If CcSetupCompReq is received first , SIPCdpc does not make transition to readyToHandleSIPBeginMedia state and does not handle SIPBeginMedia and SIPReqOffer.
