Description (partial)

When CEF is in  out of resource condition,  fib_mgr may crash for file descriptors leaking.

This situation is only encountered if a router is mis-configured from a scale perspective such that the box continually going into and out of Out-Of-Resource (OOR) mode. Therefore:
- It is not traffic affecting in the sense that any routes already programmed before going into OOR will forward just fine.
- It is traffic affecting in the sense that the box is in OOR mode, and so new route updates will be affected, but that is irrespective of this bug, and simply down to excess scale.
- A correctly scaled box should never see this problem.
Specifically, since the trigger for the bug is a box which is continually going into and coming out from Out-Of-Resource mode, forwarding behaviour on the box will be severely compromised irrespective of the presence of this bug.
