Symptom:
After CSM 4.4 SP2 application restart change in unified policy can be observed

Brief repro steps:
1. create new unified ACL 'uni'
2. create new unified ACL 'admin'
3. inherit 'admin' into 'uni'
4. remove 'admin' unified ACL
5. verify 'uni' policy
6. restart CSM server
7. discover 'uni' policy change
