Description (partial)

Symptom:
When UCSM is registered to UCS-Central, pools and policies specified in a Service-profile can be resolved from UCS-Central when they cannot be resolved locally.  In the case when a named Global Mgmt IP is specified and if pool or the Global default pool ('global-ext-mgmt'), does not have any free addresses, then the Service-Profile configuration FSM will wait and retry for IP address to be available in the pool.

Conditions:
This issue can occur in the case of UCSM registered to UCS-Central,  when a local Service-Profile has a Mgmt IP policy set to "pooled" and the Mgmt IP pool does not have any addresses available.
