Description (partial)

1. "%ROUTING-FIB-2-PROTO_INIT" error message started on Nov 21 , observed in syslog

RP/0/RP0/CPU0:Nov 21 14:50:08.187 : fib_mgr[212]: %ROUTING-FIB-2-PROTO_INIT : FIB protocol v6thr, initialization failed. Reason: could not init 6vpe client. Decoded error reason: Resource busy. Encoded return value:(16) 

2. No trigger for the above message , no config change - Confirmed by customer
3. Customer tried fib_mgr process restart on 0/rp0/cpu0 but error message continues
4. Confirmation on debug data is pending from customer side.  (debug cef extclient level 2 location 0/RP0/CPU0)
5. Customer also asked for any workaround to stop "%ROUTING-FIB-2-PROTO_INIT" messages in syslog
6. No traffic impact reported
7. Only node 0/0/cpu0 and 0/RP0/CPU0 reporting this error message
8. fib_mgr process restarted on 0/0/cpu0 node and "ROUTING-FIB-2-PROTO_INIT" message stopped.
