Description (partial)

Symptom:
STP sets the native vlan to DISABLE instead of BLOCKING  when a 'shut lan' is issued on the secondary vpc peer on a phy-port leg, immediately followed by a 'shut lan' on the same phy-port vpc leg on the primary.
FCoE traffic will be dropped.

Conditions:
* Secondary VPC Switch on a phy-port vpc leg.
* "shut lan" is issued on the secondary switch phy-port vpc leg, immediately followed by 'shut lan' on the phy-port vpc leg on the primary.
* FLOGI will be dropped.
