Description (partial)

Symptom:
Upgrade fails to copy international dial plan, IDP, files.

Upgrade log may show:
nt_install|(CAPTURE) cp: cannot stat `/usr/local/cm/idp//*NP': No such file or directory|<LVL::Debug>

Conditions:
Upgrading from 9.1.2.10000-28 to 10.0.1.10000-24 with many idp subdirectories.  Also occurs when upgrading from 8.5.x to 8.6.x.
