Description (partial)

Symptom:
User observes "permission denied" errors in log file for dpss_mp and applications fail to initialize correctly.

Conditions:
User has started onep application using the DPSS as the root user, or some other user that t=is not in the same group as the GROUP setting in the dpss.conf file.
