Description (partial)

Symptom:
After reception of STP TCN message for a VLAN RP initiates ARP request for all ARP entries in the VLAN. With scale ARP table (>6k arp entries) this behaviour leads to service disruption due to interface throttling when RP receives large number of ARP replies in a short time period.

Conditions:
Sup32 and scale ARP table (>6k arp entries)
