Description (partial)

Symptom:After rebooting the VSM, following error seen and corresponding network segments are not getting restored.:
ERROR: Segment id is already in use on a different bridge-domain

Same error is seen if those or few other networks are created again by vCD/vshield manager.
Conditions:This happens when 'copy run start' is not performed before restart of VSM.
If 'copy run start' was performed at some point and afterwords netowrks were deleted and created new networks for same segment-ids.
Now, start up config carries stale port-profile and bridge-domain object.
Thus, on restart those stale port-profile and bridge-domain object will be loaded to running-config.
Network restoration will try to create port-profile and bridge-domains for same segment ids and fail to do so.

Those networks for which errors are seen will be down.
