Description (partial)

Symptom:
Phonebook setting from TMS 14.3.0 is set to BW of Telephone on system.  When navigating to that entry in the phonebook, and placing the call from the panel, it goes out as audio and video. When dialing from GUI, call goes out as telephone.

Conditions:
Entry in phonebook is set to Telephone and using touch panel.
