Description (partial)

Symptom:
A cluster replication alarm is seen on the VCS - Alarm id 20009. It is active for a minute, then is lowered for some time before it comes back for another minute.

In the developer logs the following error message is seen:

occurred during Cluster Configuration Synchronization causing the configuration

Conditions:
Running VCS X7.2.1 in a cluster
