Description (partial)

Symptom:When there are multiple users who are all on mute through the phone button, during the meeting, they will face, audio quality issue. When the audio is mutes, IP Phones sends out an RTP stream which causes problem with the Noise cancellation feature.

This will cause slow packet processing and results in audio quality issue. The slow processing can be seen in gyromain logs.
Conditions:NC is enabled
