Description (partial)

Symptom:
when we have large deployment with 7510/8510 with over 2K APs joining the WLC having Flex groups with large number of Clients at the same time. This may happen due to network outage or may be while testing different scenarios while testing pre deployment

When the Flex APs try to join the WLC, WLC tries to send the PMK Cache to the Flex APs this increases the CPU by increasing SPAMRECEIVETASK, messages queued into the queue which is handled by the spamReceiveTask

1. spamReceiveTask at near 100% CPU
2. Aps joining and dropping off
3. Queue Overflows in spamAP Queues

Conditions:
Flex APs using Flex groups joining the WLC at the same time and when the WLC is sending the PMK to the Flex APs
