Customer discovered rash in the crash list

Conditions:
Condition that triggers this seems to be handover process
S1 Handover with SGW relocation fails to send Create Session Request due to procedure collision, yet the handover procedure is allowed to continue; a subsequent Handover Cancel request triggers the assertion
