Description (partial)

Symptom:
PVLAN port goes Inactive on pvlan promiscuous when association is added in a non-PVLAN mode (access mode), and then port mode is changed to pvlan promiscuous mode

Conditions:
Steps where the issue is reproduced
1. Port is up in PVLAN promiscuous mode with promiscuous mapping configured
interface Ethernet17/2
  switchport
  switchport mode private-vlan promiscuous
  switchport private-vlan mapping 123 321
  no shutdown

2. Delete both the VLANs from PVLAN association 

no vlan 123
no vlan 321
ex

3. Change port mode to access mode using "switchport mode access"

interface Ethernet 17/2
switchport mode access
 
4. Recreate the PVLAN association between primary and secondary VLAN

vlan 123
private-vlan primary
vlan 321 
private-vlan community
vlan 123
private-vlan association 321
end

5. Change mode back to "switchport mode private-vlan promiscuous"

interface Ethernet 17/2
switchport mode private-vlan promiscuous

At this point port should come up in promiscuous mode. But due to this issue, it is is down with reason "inactive"
