Description (partial)

Symptom:
Application fails to control devices when CiscoTSP is configured to connect Secure to CTI.

Certificates fetch from ciscoTSP fails causing the secure connection to CTI Fail.

This impacts QRT apps also - QRT apps cant run in secure mode / connect secure to CTI.

Conditions:
1.Cluster is secure - running in Mixed Mode.
2. Configure TSP to connect secure to CTI and check box "Fetch Certificate" is enabled

TSP Application starts, fails to control any devices.
