Description (partial)

Symptom:When trying to apply an ethernet service acl on interface, pfilter_ma crashes and following error occurs.
!!% 'sysdb' detected the 'warning' condition 'A SysDB client 
attempted to unregister for notification, verification or as an 
EDM without having previously registered'
     ethernet-services access-group Block-Invalid-ERS-Frames-Infra 
 egress  !!% 'sysdb' detected the 'warning' condition 'A SysDB 
 client attempted to unregister for notification, verification or 
 as an EDM without having previously registered'
Conditions:
On asr9k platform, when apply es acl with name length close to the max length allowed(32 chars before 431 and 64 after), pfilter_ma will crash.
