Description (partial)

Symptom:
USB not getting mounted during upgrade from 9.604 to 9.605

Conditions:
During the upgrade from 9.604 to 9605, this issue occurred.

1) On a M6 node (MS with no SSCs), the SLOT-1 is TNC and Slot-8 is TNC-E. In 9.604, the Slot-1 was active and slot-8 was standby.
2) Initiated the upgrade request from CTC. The Slot-8 booted up fine in new software and taken over as Active and Slot-1 was loading in new image.

3)At this point of time, there are USB Errors messages started coming up and the USB never mounted properly.

4)The TNC side switches doesn't recover the node.

5) During this time, the TNC-E on slot-8 was reloaded twice.
