Description (partial)

Symptom:
When the system has a FabricPath port, CE SVI with ACL is recognized as inactive by aclmgr even though the CE VLAN is active only with active ports.
As a result, ISSU will be prevented by this.

Conditions:
The system running FabricPath has a CE SVI with ACL.
