Symptom:
In Unity Connection 9.x - "utils cuc cluster renegotiate" on the subscriber server fails with this message at the last step,

Cluster renegotiation failed.

The cluster renegotiation log cuc-cluster-rejoin_2013-12-01_14.32.15.log can be found in the installation logging location through the CLI or RTMT.
