Description (partial)

Symptom:
MFI_LABEL_BROKER-3-MULTIPLE_BIND during node insertion(Tunnels are down)

Conditions:
1.  Had the 12 node setup (Active image is 9.533)
2.  Verified the Circuits and traffic (All are discovered/UP/Traffic running)
3.  Inserted the new node (Node 107.15  13th node  Between 107.63 ---- 107.186) after making the required changes
a.  Deleted the PPCs between the nodes (107.63 ---107.186)
b.  Made required physical changes 
c.  Created the link configs and GCC comm for the new node
d.  Verified the Links are up
e.  Created the PPC with the new changes
f.  Updated the new node with the circuits 
g.  Observed two tunnels are down (one is protected midpoint tunnel and other is unprotected midpoint tunnel) due to label binding issue
