Description (partial)

Symptom:
The NIC Pairing implementation has changed in 8.x.  However, the configuration guide of v8.x still has the old description of NIC pairing. This needs to be updated especially on the following part:

1. failover subcommand is not available now. (CSCul67300 is filed to track the feature request to add back this subcommand)
2. After link recovering, the active port will automatically become the Primary port again. This is different from the pre-8.x behavior. 

8.x behaivor: 
Primary Active + Backup Standby --> (bring primary down)
--> Primary Standby + Backup Active --> (bring primary up) 
--> Primary Active + Backup Standby. 
pre-8.x behaivor: 
Primary Active + Backup Standby --> (bring primary down)
--> Primary Standby + Backup Active --> (bring primary up) 
--> Primary Standby + Backup Active.
