Description (partial)

Symptom:
In 7.5 onwards, mobility tunnel would be remaining up after switchover.
'switchover update' message would be sent to all mobility peer members so that they would 
-	Send back Aplist, shunlist, infrastructure mfp keys to the new Active
-	If new mobility is enabled, de-authenticated all the roamed clients from the mobility peer members

In 7.3 and 7.4, 'switchover update' message would be sent to all the mobility peer members  so that they would
-	 Send back Aplist, shunlist, infrastructure mfp keys to the new Active
-	De-authenticated all the roamed clients from the mobility peer members

If the mobility peer member is running image earlier than 7.3 (say, 7.0/7.2), they won't understand this 'switchover update' message, but we wanted them to send aplist, shunlist, infrastructure mfp keys to the new active and also de-authenticate all the roamed client.
