Description (partial)

Symptom:
1. BGP AD PW's with destination as a VDC within same unit are not present in VFI's in which it was associated prior to SSO.
2. On performing 2 SSO's, l2vpn  core  observed on a vdc with l2vpn config

Conditions:
- BGP AD configured on VFIs
- VDC's within same unit form BGP AD peers on the VFIs in addition to external BGP AD peers
- Some of the PW's with destination as external peers (not VDC's within same unit) remains down in VFI's prior to performing SSO.

NOTE: Having BGP AD peers within VDCs in the same unit is not a typical deployment scenario.
