Description (partial)

The protect line card interface state changes to "down" after line card switchover.

This issue occurs after line card switchover.

Steps to reproduce the issue:
Require two working line cards with modems that are online and one protect line card.
For example, line cards in 5/0 and 7/0 are working line cards and line card in 5/1 is the protect line card.

1. Configure line card group as below:
 linecard-group 1 cable
  rf-switch name 1 rfsw1
  rf-switch name 2 rfsw2
  member subslot 5/0 working 
  member subslot 5/1 protect 
  member subslot 7/0 working 
  member subslot 5/1 protect config 5/0  ====>This issue occurs when this configuration exists.

 cable upstream 0 attribute-mask 20000000
 no cable upstream 0 shutdown   ====> Ensure that the preconfig line card upstream x is "no shutdown".

2. Line card switches over from 5/0 and reverts back. All modems are still online.
3. Line card switches over from 7/0. No modems on 5/1 are available in the "show cable modem" command output. 
4. Revert back 7/0, modems go online again.
