Description (partial)

Symptom:
When a vlan is deleted on the secondary vPC, the primary vPC decrements an extra number of vlan-ports in addition to the legitimate number.
As a result, the number of vlan-ports becomes different between vPC peers even after the vlan is deleted on Primary vPC as well.

Conditions:
It happens only when a vlan is deleted on the secondary vPC first.
