Description (partial)

Symptom:
When users are on a video call, each time when phone is rotated to switch between portrait and landscape mode, the video would stuck for a second or two, and then it comes back to normal streaming.

It's just for a quick short time, it would not bring in much user impact, and users don't need to do anything about it.

Conditions:
-provision app
-establish a video call in app
-for better view of the issue, far-end keep waving hand in front of the camera
-app see far-end waving hand>rotate phone between landscape/portrait angle
