Symptom:
output from 2.4 debug on AP  shows:

*Nov  7 22:46:41.131: CAPWAP_RM:     Sending neighbor packet #0 on channel 1 with  power 1 slot 0
*Nov  7 22:46:41.131: LWAPP NEIGHBOR: NDP Tx: Channel [Srv:Tx]=[11 :1  ] TxPower [Srv:Tx]=[8  :23 ]
*Nov  7 22:46:41.131: CAPWAP_RM:  Scheduling next neighbor request on ch index: 1
*Nov  7 22:46:41.131: CAPWAP_RM: RRM measurement completed. Request 2003, slot 0  status TIMEOUT

on working radio 5 GHz on same AP it shows:

Conditions:
wism2 running 7.5.102.0 with mixed environment of APs (3500,3600,1140)

issue only seen on 3600s
