Description (partial)

EIGRP routes which get into active state, remain there indefinitely and outputs suggest that active timer never kicked for these routes i.e Query was never sent out.

Some of the routes can be seen with U or R flags permanently set indicating the Update or Reply for these routes was never sent out.

1. Multiple neighbors on the same interface (typically DMVPN)
2. Query/Update/Reply needs to be sent for a network at the same time when startup packets are being sent to some peer on the interface.
