Description (partial)

Symptom:
Users show up as assigned in CUCM but when checking Presence Topology page on IM&P users show up as unassigned and will not sync. System Dashboard shows that Sync Status started but did not complete sync from CUCM.

Conditions:
Straight after a fresh install.
