Description (partial)

Symptom:
ASR9001 running on 4.2.3 code acting as PE node - IGP is ISIS using BFD for detecting failures.

When doing the OIR of Gig/ TenGig MPA's (MPA's are used for CE facing connectivity only), it is noticed that BFD towards core links (4 x 10G SFP+ onboard) flaps when the MPA is INITIALIZING after removal and inserting it back.

Conditions:
When BFD towards core is configured with a 'bfd minimum-interval 50' (50 ms) 'bfd multiplier 3', this issue was seen consistently. Only some of the BFD sessions towards the core went down, though all of them are configured with same timer values.
