Description (partial)

The  "reload rack 0" operation may cause 2sec convergence for ISIS prefixes traffic. In this case sysmgr incorrectly reports this event as RSP switchover to routing protocols (ISIS). Due to this ISIS does not originate the LSP with over-load bit. This results in ~2sec higher convergence during this operation.

Following all conditions must match for this issue
- "reload rack 0" reload command
- redundacy and ISIS NSF enabled
- ISIS as IGP protocol
