Description (partial)

Symptom:
In corner cases where SUP reload/SSO at same time as LC process crash crash info/core from LC process crash might not be saved in any persistent  storage. 
This enhancement allow to save basic info of LC process crash on LC persistent storage for further analysis

Conditions:
SUP SSO/Reload at the same time as LC process crash
