Description (partial)

Symptom:
Inbound calls that are consultant transferred back out to the ITSP through the same CUBE experience no audio after transfer and drop 2 seconds after the transfer is complete.  In the debugs the final Reinvite (DO) from CUCM gets a 100 Trying from the CUBE but no 200 OK response.  In this scenario the CUCM sends a BYE 12 seconds later with a disconnect cause of 47.

Conditions:
The issue occurs on calls that ingress and egress through the same CUBE when a consult transfer is performed.
