Description (partial)

Symptom:
dual mode endpoints (TCT/BOT) w/ DVO enabled cannot register to UCM.

Conditions:
if a dual mode endpoint w/ dvo enabled, which is already registered with ucm does a session refresh w/ same mac addr, but from a different ip addr or port, ccm will not send back 200 Ok for the register message.
