Symptom:
The 3.3 config guide states:

'When an access point's primary controller comes back online, the access point disassociates from the backup controller and reconnects to its primary controller. The access point falls back only to its primary controller and not to any available secondary controller for which it is configured.'

Even with ap fallback enabled, this does not work.  

When an ap's globally configured controller goes down, ap fails over to secondary, primary comes back up, the ap does not move back to the primary.

Conditions:
This is consistently reproducible with 3.2.2SE and 3.3.0SE
