Description (partial)

Symptom:
OTU/ODU-SD/SF not functioning properly on converting OTU2 to OTU1e

1. ODU/OTU-SD not following SD-BER thresholds
2.OTU/ODU-SF is not raising
3.Key-EXC-FAil alarm is also not raising

Conditions:
Steps to Reproduce
===============
1. Have OTU2 P2P setup with both client and trunk in IS state
2. Now put port in OOS-DSBLD state  and go to Line- and change the overclock settings to OTU1e
3. Now put ports in IS state.
4.now, inject OTU-SF and check the alarm on client, client reports ODU-SD instead OTU-SF
4.now, change the BIP-8 error rate to E-9 on testset and check the alarm on client port, client reports OTUK-SD even though SD-BER threshold values is E-7.
*** Same is applicable to ODU-SF/SD
