Description (partial)

Error message in Japanese showing improper in Quick User/Phone add page

Steps to Reproduce:
 -> Go to Admin GUI and User management -> User/Phone Add -> Quick User/Phone Add
 -> Create a User using Quick User/Phone Add
 -> Now click on Manage devices
 -> Then Click on Add New Phone -> Product type -> Any phone model(ex: 69xx)
 -> Enter MAC address of the Phone in the Device name which is already exists in CUCM.
 -> Click on Add Phone.
Problem Description:
       When we use browser in English  it is displaying an error message like ?Add failed. One of the required fields on the page has the same value as an entry that already exists in the database?. But when we use Japanese browser the error message is displaying like ????????????????????????????????????1?????????????????????????????????
Note: The MAC address what is entered does exists in the CUCM.
Expected Behavior:
   The above mentioned error message should appear in Japanese environment without any Junk or question mark characters.
