Description (partial)

Symptom:
Intermittently non-first fragments gets dropped for GRE / PPTP traffic when passed through ISM card.

Conditions:
Issue is observed when consecutive fragmented packets with same (src-dst) & (ip identifier) reach ISM. It is a rare scenario for real world traffic. Usually IP identifier for different fragmented packets for same source-destination will be unique.
