Cisco Bug: CSCul56501 - “Continue to Register Phone” behaviour is not correct, when it comes

Symptom:
Details:
AddUserPhone Tx succeed while adding  Phone to inventory and Continue to
Register Phone.
Issue is I can’t see it's allocating ip's from the subnet.

-  Add new phone to inventory and Continue to Register Phone.

-  12846668 AddUserPhone Tx succeed.  But Sub MacToLocationDHCPSet says “Subnet
not managed for the phone” which is not correct.

- So we are not allocating IP from the Subnet. So we don’t write into the DHCP
server (dhcpd.leases files)
