Cisco Bug: CSCul56422 - Inconsistency between VOSS and DHCP Server when performing DelLocatio

Symptom:
Details:
Customer logged an issue that phones were not being registered and that the
subnets on the DHCP Servers were not there.

It was found that the DHCP Servers and VOSS were out of sync.  As a workaround
- the customer would do a modify transaction and then phones would continue
registering for the specific subnets.

We got the customer to go onto the GUI and under DHCP Servers do the load and
sync actions.

This worked for a short period and further investigations revealed:

What happens is that a subnet gets removed from “dhcpd-usm.conf” file but shown
in VOSS.

When we are deleting any location from VOSS, the used subnet on the location is
getting remove from “dhcpd.usm.conf” file and ”Unknown Network Segment” errors
are shown in logs on DHCP Server for the phones requesting for IP from same
subnet (used with other locations) which gets remove after  DelLocation Tx.

I have already discussed with Pramukh; it was and should not be the case here
because most of the subnets are shared across multiple location.

We will require fix asap since this issue has caused phone registration many
times and this was the reason Manoj was asking for DHCP Server Access to check
DHCP requests.
