      Cannot associate numbers that are not defined as pilot numbers

There is no sub-transaction. Preliminary investigation showed no abnormal
condition to justify this failure. The only suspicious point is that the VM
service name is the same as location name. Customer wants a code fix to
accommodate this condition.


Steps to Reproduce:
1. Go to Location Administration menu
2. Click "External Numbers" link
3. Click "Associate Range" button
4. check "Map a PSTN Range to a single extension:-" option
5. select the appropriate extension and PSTN number
6. click "Submit" button
Actual Results:  
Transaction fails

Expected Results:  
Transaction succeeds

Conditions:
Voicemail service has the same name as the Location
