Deleting a Phone Type which is still in use by an Extension Mobility Profile
fails with a DB error.

Steps to Reproduce:
1. Add Extension Mobility to an End User using a Cisco 6961 SIP Phone Type
2. Search the Phone Inventory for Phone Type 6861 SIP and Delete an that are
found to ensure that nothing else is using this Phone Type
3. Under Setup Types search for Cisco 6961 SIP Phone Type and try Delete it
