Symptom:
Details:
If a Username has been added with non alphanumeric character eg:
bob!@#$%^&*smith then UC Central cannot be added to the User. The error message
says "No UC Central servers connected to PBX devices for this user's location"

The problem is the SQL query uses amp instead of & when looking up the user.
 person.username = 'bob!@#$%^&*smith';


Steps to Reproduce:
1. Add End User with Username eg: bob!@#$%^&*smith
2. Associate a Phone to the End User
3. Add UC Central to the End User
