Description (partial)

Symptom:
In a ASR9K SIP-700 Linecard, RTP Unicast packets with MPLS encapsulation can be forwarded out of order, with the smaller packet over taking the bigger packet occasionally. 

The out of order packets can destabilize the Video applications like Telepresence from functioning correctly.

Conditions:
Only packets with MPLS Encapsulation with SIP-700 as Egress LC would hit the issue.
